The state's House Committee on Appropriations could subpoena Department of Human Services officials and compel them to testify about how a program without state revenue continues to operate, under a resolution offered today by state Rep. Dave Agema.

 

            DHS officials have been asked to testify before the committee four times, at times refusing to answer any questions about the program and failing to appear at others.  Agema and other committee members have asked multiple times how the Michigan Based Home Child Care Council is still operating after funding for the program was eliminated in 2009. 

 

            "The administration has actively blocked the Legislature from doing its job of keeping watch over taxpayer money and has flat out refused to tell us how they are operating programs without any money," said Agema, R-Grandville.  "It's my job to watch out for taxpayers and track where their tax dollars are going.  I can't do that when the administration is working to keep that information from the public eye."

 

            State Rep. John Proos said a majority of time in the subcommittee on DHS appropriations is spent seeking transparency by unrolling budgets in search of answers to questionable costs and operations. 

 

            "It is a game of hide and seek spending with the Michigan Based Home Child Care Council," Proos said.  "The Legislature must hold this council accountable for the taxpayer dollars they are spending without permission or approval."
